Grenelle 2 : key decisions from the French government and consequences for the wind turbine sector

The examination of the Grenelle 2 bill on saturday morning by the French deputies shows that the wind turbine sector is undergoing four major changes :

The drop in the minimum total power for the new establishments of wind farm. The minimum total power was previously of 15MW.
The 5 towers per wind farm to avoid the excessive proliferation of windmills was confirmed.
The classified installation regime to protect the environment will be applied to windmills.
Windmills will have to be 50 meters away from the first houses.

2012 : birth of the first offshore wind farm in the US

Situated off the Massachusetts coasts, the "Cap Wind Power" project, approved by the Obama administration on April 28th, will supply 200 000 households with electricity through 130 wind turbines.

In spite of this positive decision, the future of this project remains uncertain due to the strong opposition against it.

The demonstration on May 4th bore fruit !

Thanks to their demonstrations against the new conditions of setting up of windmills, professionals of this sector and environmental associations have forced the French government to reconsider certain elements.

Indeed, an abolition amendment presented by Mr Ollier should prevent the drop in the minimum total power for the new establishments of wind farms.

However, it's a big early to talk about success since the 5 towers per wind farm is still in place. This limitation was adopted to avoid the excessive proliferation of windmills and to get people used to these machines.

So what is the next sensitive step of this new regulation ? The classified installation regime to protect the environment is to be applied to windmills but according to professionals it is too restrictive.

It's something we should keep an eye on...

Industrial diversification for windmills

On May 4th, a meeting was held, within Oust Marest, to discuss potential possibilities of windmills diversification for companies.

Chaired by Bernard Martel, the CCI Norman-Picardy Littoral President, Eric Masson, coordinatorof EnR and Ralf Grass, proctor of the regional Group SER FEE Haute Normandie, Picardy, Nord-Pas de Calais, this meeting had positive repercussions.

This meeting was opened with a synthetic restitution of the study "the wind turbine sector turns to French industrial know-how" led by Cap Gemini. This introduction has then given place to two round tables.

Like Vestas, Nordex, Repower or Enercon, DDIS took part in the first round table as a manufacturer. As for the second round table, equipment suppliers like Carbone Loraine had the place of honour.

With more than hundred participants, this day was rich in meetings for DDIS. It has allowed DDIS to introduce to local actors but also to review with them current qualifications. DDIS wants local actors to provide systems or components to equip the next DDIS 60.

Actors of the wind turbines sector to the street !

Demonstrations of professionals and gathering of associations : the Grenelle 2 study starts under bad auspices. The study of 1070 amendments in 4 days has paved the way for concerns and thus demonstrations.

The measures taken for the wind turbines sector are at the core of all debates. Because of the Ollier report, the sustainable development commission of the National Assembly had decided to harden the regulation of wind farms.

Now supervised by regional actors, the wind turbines sector is subjected to the mode of authorization ICPE which reduces the minimum total power for the new establishments of wind farms and imposes a 500 meter distance between wind turbines and households.

In spite of the presentation by French deputies of several amendments to reduce these measures, actors of the wind turbines sector think that these measures will "kill the wind turbines business".

A windmill for all, even for the French Government !

Ministry responsible for legislation relating to sustainable development has acquired a windmill (6kW, 12 meters in height) to increase the share of renewable energies in his energy balance.

Each year, this windmill will produce on average 33% of the electricity needed to the working of the Bettencourt road center of maintenance and intervention.

The French government plans to reach the same results on the site of the Saint Lo CEI (Manche).

Given the good results of these two sites after a year of exploitation, the ministry responsible for legislation relating to sustainable development plans to launch a wider program to equip the CEI with windmills.

Offshore wind plants settle in Germany !

On April 27th, Germany inaugurated its first offshore wind farm located at 45Km away from the Borkum Island. With a capacity of 60MW, this wind farm holds 12 windmills with a 5MW unit capacity each. These windmills are 150 meters in height and they are settled at more than 30 meters deep.

What are the objectives of this wind farm ? The first goal is to supply at least 50,000 households with electricity. This farm will also be used as a test for environmental research projects.

What is the next step ? If the tests are conclusive, a second offshore wind farm of 80 machines will be installed at 100km away from the Borkum Island.

Jobs are up-and-coming with wind turbines !

DDIS moved into new premises in Anzin (North) near Norzinco. This regrouping of a workshop facility and engineering offices in one building on Anzin (near Valenciennes) was decided to carry out the manufacturing of the first Newind 60 wind turbine.

This building is located in an industrial area equipped with large capacity industrial lifting, assembly and logistics (large gauge ship canal).
